Quantity Surveyor Cum Procurement

Key responsibilities include, but are not limited to:

  • Commercial, Procurement & Strategic Contribution:

    • Contribute to the delivery of procurement strategies that reflect company’s commitment to luxury, innovation, sustainability, and client excellence.

    • Ensure procurement and commercial decisions align with company’s values, operational standards, and long-term business objectives.

    • Work closely with Project Management and Finance teams to support cost optimisation, budget control, and financial discipline.

    • Support timely acquisition of goods and services in line with approved budgets and project programmes.

    • Promote a culture of accountability, ownership, transparency, and continuous improvement within procurement and commercial functions.

  • Procurement Operations & Contract Management:

    • Execute end-to-end procurement activities, including vendor identification, quotation analysis, negotiations, purchase order preparation, and contract administration.

    • Prepare and manage procurement schedules in line with construction programmes and project timelines.

    • Ensure all procurement activities comply with company policies, ethical sourcing practices, and applicable regulations.

    • Maintain accurate and auditable procurement records, supplier databases, and contract documentation.

    • Monitor supplier performance, delivery schedules, and contractual compliance.

    • Identify potential supply chain risks and implement alternative sourcing strategies where required.

  • Cost Control, Valuation & Financial Management:

    • Prepare and monitor project budgets, estimates, and cost plans.

    • Support preparation of BOQs, tender documents, and cost breakdowns.

    • Measure and value completed works and support processing of contractor and supplier payments.

    • Monitor project expenditure, identify cost variances, and recommend corrective measures.

    • Assist in preparation of monthly cost reports, cashflow forecasts, and financial analyses.

    • Support contract variations, claims, and final account preparation.

  • Procurement Quality Control & Compliance:

    • Develop, implement, and maintain the Procurement Quality Control Plan.

    • Ensure quality control procedures are established and adhered to throughout the procurement process.

    • Coordinate with the Project Quality Manager to align procurement quality objectives with project requirements.

    • Evaluate and pre-qualify suppliers based on quality, technical capability, and compliance standards.

    • Review and approve Inspection and Test Plans (ITPs) and quality documentation submitted by vendors.

    • Plan and oversee inspection and testing activities for procured materials and equipment.

    • Ensure compliance with relevant standards, specifications, and regulatory requirements.

  • Non-Conformance & Continuous Improvement:

    • Identify, document, and manage non-conformances relating to procured materials and equipment.

    • Coordinate corrective and preventive actions with suppliers and project teams.

    • Monitor the effectiveness of corrective actions and report progress to Management.

    • Continuously assess supplier performance and implement quality improvement plans.

    • Provide structured feedback to suppliers and support performance enhancement initiatives.

  • Cross-Functional Coordination & Communication:

    • Liaise with architects, engineers, consultants, project teams, and suppliers to ensure alignment with technical and design requirements.

    • Participate in project meetings and coordination sessions to provide updates on procurement, cost, and quality matters.

    • Facilitate clear communication between site teams, procurement, quality, and management.

    • Support project delivery from planning stage through to project close-out.

  • Site Engagement & Verification:

    • Conduct site visits and supplier inspections to verify material quality and delivery readiness.

    • Support resolution of procurement and supply chain issues on site through timely documentation and reporting.

    • Ensure site requirements are reflected in procurement planning and execution.

  • Systems, SAP Compliance & Professional Development:

    • Participate in mandatory training and demonstrate full competency in the Company’s SAP ERP system and related digital platforms.

    • Ensure all procurement, commercial, and financial transactions are accurately recorded, processed, and monitored through SAP in accordance with company procedures.

    • Support and guide project and procurement staff in the proper use of SAP for procurement, cost control, and reporting functions.

    • Promote disciplined system usage to strengthen transparency, audit readiness, and financial governance.

    • Engage with system upgrades, process improvements, and digital transformation initiatives as directed by Management.

    • Remain updated on industry standards, regulations, and emerging procurement practices.
